2 The SUN, Flagstaff, Arizona Wednesday, December 17, 1969 Keep Em in School Low Attendance May Cut Budget Scouts Practice First Aid The third month is below the early budget estimate but the average for the three months is still slightly above the estimate. However, Clark points out, if the trend continues the next three months the average could drop below the budget estimate and it would be necessary to cut the budget. Last year, due primarily to a flu epidemic, the attendance was lower than estimated and it was necessary to cut the budget by $72,000. Clark said the lower ADA for the third month can be attributed primarily to an outbreak of mumps at Kinsey and South Beaver schools. If we have to reduce the budget this year, we do not have the leeway we had last year and we may be forced to curtail some programs and stop all purchasing of supplies, Clark said.

Donald C. Clark, assistant superintendent in charge of instruction, explained that state payments to the district are based on average daily attendance (ADA).

The school district must estimate its attendance at the first school year, under Senate Bill No. 2, and are paid for the first six months on this average daily attendance paid per capita basis according to this estimate. At the end of the first six months of school, however, if the ADA is lower than the estimate, the school district must cut its budget in the amount determined by the decrease in ADA. Flagstaff High School District No. 1 estimated its ADA would be 2,220.

The per capita cost was $904.49. The ADA for the first three months was 2300.977, 2320.343, and 2254.251, all above the early estimate. This means attendance is satisfactory. In the Flagstaff Elementary School District, the estimate was for 5,007 students with a State Budget Director Donald per capita allowance of $561.47.
