So does Eric Ober, who is leaving after five years at the helm, a tenure marked by cost-cutting, a ratings slump and the embarrassing Dan and Connie Show. In an internal memo issued Thursday, Ober told colleagues that CBS President Peter Lund has decided to make a change in the presidency of CBS News.

The memo said he is leaving Jan. 12. Beyond that, it was unclear what lies ahead, for Ober or the division he ran. Will this CBS career man leave the network altogether? A brief announcement on Thursdays Evening News" seemed to indicate just that, noting Ober has been with CBS for 30 years, then concluding, We will miss him and we wish him4 well. 8 Yet a source close to CBS saidr the 53-year-old Ober, who is also a member of The Associated Press Board of Directors, may be reas- signed within the network.

I Ober did not return repeated phone messages, and CBS spokes-v woman Sandy Genelius said no other CBS executives would be commenting. No successor to Ober has been named, she added. That announcement may be timed to the Television Critics Association press tour in mid-January. Andrew Heyward, executive' producer of The CBS Evening News with Dan Rather," is widely considered by CBS News insiders as1 the front-runner. 9 New York (AP)-Nooo stocks: NEW YORK (AP) Stocks turned higher at midday after a mixed start as Democratic and Republican budget negotiators said theyd meet as long as needed to end the stalemate over cutting the deficit.

At noon on Wall Street, the Dow Jones industrial average was up 13.01 points to 5,108.81. Advancing issues led decliners by about 9 to 8 on the New York Stock Exchange, with 1,132 up, 1,008 down and 815 unchanged. Volume was 124.84 million shares, slightly off Thursdays pace.
