In fact, a number of people undoubtedly would like to tell him what they think of thd job hes doing for them. Gene Gilpin is the head of the department in charge of snow removal in Flagstaff. I dont mind being criticized, condemned or nagged at for doing, something wrong, said Gilpin, the director or public works for the city. And I dont like making excuses.

However, when asked for a reason why street paving was below par in the most recent snowstorm that dumped more than two feet of snow in Flagstaff, Gilpin summed up the Ambassador Anatoly Dobrynin told him Soviet troops would be withdrawn from Afghanistan. A U.S. military source in Washington said Wednesday night noted there were signs the Russians planned for a long stay. In Kabul. UPI Correspondent Michael Keats reported armored personnel carriers and tanks from the 18.000-strong Soviet force camped outside the capital clanked Soviets Prepare for Long Stay in Afghanistan Wants Flagstaff to Develop Its Own Image Eskimo Style problem as insufficient mobilization of available equipment and a major storm hitting at the worst possible time.

The available equipment Gilpin referred to is in the form of contractors and he stated that he believes a new policy is necessary to authorize him to call on contractors when a major storm hits. Gilpin believes that if there are three or four major storms a year, on patrol Wednesday amid signs of a beefed-up Soviet security ring. The report followed the shooting of at least two Soviet soldiers last week the first confirmed attack on the invaders inside snowbound Kabul. The invasion forces have installed certain types of antennas used for long-term and efficient communications. and fuel storage tanks being shipped into the country are larger than needed for a temporary LLOYD WILL TAYLOR Much of our strength rests in the minds of the university.

I would encourage their help and input. This would be another way the community can be united. A lot of people over there are untapped. We dont need to spend thousands of dollars for a specialist. Weve got to take what weve got and utilize it.

"There is a void between the university and the community. We need help from the faculty and the students. They should help us find the answers. If its not at the university, then we should seek help from the communities around us and not some firm from the west coast that thinks it has the answers. "We did this at the Weatherford.

We opened it up at the hotel, and, boy, it Works. When you cross the lines from academia into the business world, things happen. When NAU goes on vacation, you know it. Weve got to tear down the walls that Factors The snow-removal fleet could not be mobilized and the morning traffic began flowing. Soon, the streets were a mess and there was little the city could do, Gilpin said.

Its not the fault of the men. They are working their butts off. Its other things. The public works director added there was not a major problem with equipment breakdowns. dealings with the Russians since the early years of the Lenin regime in the 1920s.

But, Hammer, 82, said the Soviet ambassador declined to give a timetable for a troop pullout. In London, the Times reported Wednesday it received a letter smuggled out of the Soviet Union that said Afghan political prisoners thought to have been executed in the past two years should be You are my old beat cop on the corner, who knows the area intimately. We can then trim down on gas, tires and vehicles. On the city charter: Im very impressed with the simplified approach to the city charter. Any layman can read it and understand it.

I dont feel I know enough about the inner working of the city at this point to change it. On making the mayor and council positions full-time: Were getting to the point where weve got to have a mayor who is salaried to the point that he can be reached at any time. We should be able to reach the councilman. He should have the time to take our input. Im not saying the councilmen havent tried.

Im just in favor of full-time positions. Taylor added, "Win or lose, I really am proud to be a citizen of Flagstaff. Its one of the most beautiful places in this country. I want to see it grow and develop. If Im given an opportunity, Im going to do everything I can to do just that.

I hope the people will look at what my brother and I have done with the Weatherford and appreciate it. Taylor, who resides at 4836 E. Half Moon is married. He proudly tells people he is married to Elizabeth Taylor, a former schoolteacher, and they have three children, Anne Marie, 13, and twins Christine and Christopher, 3. Taylor is a member of the board of the Flagstaff Festival of the Arts, is a member of the Flagstaff Chamber of Commerce and sponsors many activities at the hotel, which is soon to affiliate with the Downtown Busi-Association.

Next: Anita Wood. he could triple the effectiveness of snow removal efforts for about 30 percent higher costs. But most people would rather be upset about things costing too much than being upset about being stuck in the snow. Equipment is sitting in contractors yards and can be used if our hands werent tied. Another major problem was the timing of Mother Nature.

presence, the American military source said. A Western diplomatic source in Kabul confirmed the Russians are in a quandary as the puppet regime of Babrak Karmal appears riddled with internal bickering. Scores of new roadblocks have gone up on all roads leading out of Kabul manned either by Soviet troops or Afghan soldiers usually with a Russian detachment nearby. have existed for so many years." While Taylor is very emphatic about how some of the citys problems can be solved through unity and interaction, he knows there are campaign issues to talk about. He favors a municipal complex downtown and believes there is a need for bicycle paths.

I hate to see them take down certain areas of the city to develop this complex, but I think weve reached a point in our growth where weve got to put areas of city, state and county government somewhere. But just to build a square building or sprawl would be missing an opportunity. The complex should project an image of Flagstaff. I dont think youve got to spend any more for an ugly structure than for a beautiful one. I agree with where the complex is planned, but its got to be a symbol that says, This is Flagstaff, its different here.

And, on bike paths, "I'm very pleased with the Lockett Road bike area and would like to see it extended. We should concentrate on getting bicycle traffic from East Flagstaff to downtown. We have hills and flat space and we should be able to develop a plan to avoid extreme traffic. "We may have to rework some streets to make space for bicycles. If there were more one-way streets in town, this could be done.

There are too many gas guzzlers and now is the time to think about using what we have. Imagine how much space there is on a one-way street if we make it work properly. Lets use what space weve got Instead of spending money to widen streets. Why not use our heads a little more with what weve got?" Gilpin said on the eve of the storm, Monday night, the snow was neither heavy nor much of a problem to drive in. The Flagstaff Police Department, which notifies Gilpin of road conditions at night and in the early morning hours termed the storm as borderline.

Then, at the worst possible time, about 6 a.m., the snow began falling at a rate of about an inch an hour. The Washington military expert said Soviet operations were hampered by bad weather and rebel forces have been relentless in their attacks on the occupation troops. But Hammer countered the reports, saying he believed the assurances of the old friend of mine, Dobrynin, that the Russians would withdraw from Afghanistan. He has never lied to me, said Hammer, who has had business Taylor believes community pride can start with a good clean-looking city. We need to put more emphasis on cleaning up the city, especially when it snows.

Once the streets are sprinkled with cinders and theyve served their purpose, they should be cleaned up. And snow on the have an ordinance saying they must be kept clean. Its ridiculous to see things so unkempt. Perhaps the city should develop something and we could call it Dial-. a-Snow Shovel.

There are students looking for work after school. Perhaps we could get a corps of young people who enjoy working for a few dollars to shovel the walks. Then, they can say, Heres the bill.1 Its an untapped work force that could beautify the city. Other Taylor viewpoints: On mass transit: "Id like to see a free mass transit system within a reasonable time. We could set it up so that it can be increased gradually.

This would be one of the keys to coping with parking problems. People would enjoy Flagstaff more if they didnt have to drive. On taxes: "Im not in favor of increasing taxes. Anytime you increase taxes, the money never seems to end up where it was intended. On police and fire protection: "Any dealings with the police and fire departments Ive had have been very positive.

I cant commend them enough. Personally, I would like to go a step further. In the police department, I would like to see policemen in charge of a given area. They can develop an image with the people of those areas. That image By United Press International Red Army invasion forces reportedly were digging in for a long stay in Afghanistan and Soviet troops and tanks in Kabul were tightening their grip on the occupied capital with a high military profile.

But in Los Angeles, Dr. Armand Hammer, the president of the Occidental Petroleum Co. and a businessman in good standing with the Kremlin, said Wednesday Soviet Taylor This is the ninth of a 10-part, series of interviews of the candidates for city coiincil in the 1980 municipal elections. The 10 candidates will run in a primary election Feb. 5.

The top six vote-getters will run in the general election March 4. BY RICK VELOTTA Sun City Reporter If Lloyd Will Taylor had his way during this recent snow storm, Leroux Street wouldnt have been plowed. Its not that Taylor is antisnowplow. He thinks the street would be a great location for temporary recreation, for sledding and tubing. Can that be done? It already has.

Ask some of the long-time residents and theyll tell stories about blocking off the street for sledding. The Leroux Street sledding proposal is just one of the many areas Taylor sees as a way of getting back to and old style of living. And, the 42-year-old candidate, who is coowner of the Hotel Weatherford, has other unique ideas that he feels Flagstaff should incorporate to give it an image all its own. Were experiencing bombshell growth, the whole area is exploding around us, said Taylor. "We have to come to grips with it with productive controls and guidelines.

Flagstaff needs to identify an image, either as an alpine village or something else. We need an image, were not an appendage of Phoenix. There is too much division of our city now. There needs to be some common bond for unification of downtown, south of the tracks, the east side. Theres more strength in a i city if it works toward a common goal and image.

Once we do this, we' all can be much prouder. One of the unifying factors can be in utilizing the uniqueness of the area to the citys advantage, Taylor says. Recreation such as the Leroux sled run or even moonlight concerts in downtown streets could unite the community, he said. I am interested in recreation areas as fine as we can make them. I would like to see a fine swimming the finest.

Olympic teams can come and work out here and the pool can be something we can be proud of for many years to come. There are so many resourceful areas that can be tapped. New activities, as far as other sports are concerned, can unite the community. Imagine a soap box derby down Leroux Street. If businessmen get behind the kids, they could build a tradition around it.

We dont have any traditions that say 'This is Flagstaff, And how about closing off the street so that it can be a sled area? All it would take is closing off the street when it snows. It could become a Flagstaff tradition. We have a summer festival here. Why keep it on the university alone? We could try a symphony concert at Aspen and Leroux. Imagine seating 500 people on a beautiful, moonlit night in Flagstaff.

These are the kinds of things that unite us. It just takes an effort. It doesnt cost mudi. Even a rock group could play In the downtown streets for a street dance. It would be unusual, unique recreation.

This is what is going to make Flagstaff charming. Taylor feels the university is a vital part of the community and should play an important role in his plan to develop an image..
