Utilities engineer Ron Spinar said the work schedule includes some built-in delays for weather and material shortage problems and the two months should be made up over the span of the schedule. The project includes the GRAND CANYON Seasonal Park Ranger Bill Hall, 24, of Santa Rosa, was killed in an accident at the canyons north rim about 2 p.m., Monday, park officials have reported.

Hall reportedly was responding to reports of a motorcycle accident with injuries when he apparently skidded on wet pavement in the area and went broadside into a construction truck eight miles south of the rim entrance. The truck driver was treated for shock and released. Hall was pronounced dead at the scene. He had not reached the scene of the motorcycle accident at the time the collision took place, park officials said. Park officials said the motorcycle driver was only slightly injured when other rangers arrived at the scene.

Officers from the Arizona Department of Public Safety and the Coconino county Sheriffs Office investigated the mishap. Hall is survived by his mother, Mrs. Gilbert Hall, Santa Rosa, and a sister who resides in Nevada. The primary replacement is being undertaken along the Rio de Flag, between Flagstaff Junior High School and the Southside area.

There are also branches off the Rio de Flag line along OLeary Street, Phoenix Avenue, Beaver Street, West Santa Fe Avenue and near Kendrick Street. There are also scattered rehabilitation projects on North Leroux Street and in East Flagstaff near Santa Fe Avenue. The entire project is under contract to Dorfman Construction Los Angeles, and will cost $3.4 million. Of that expense, 75 percent will be paid by the U.S. Environmental Protection Agency, but one of the conditions of the grant is that the project be completed by October 1981.

The line rehabilitation is one link of the citys massive $30 million wastewater system overhaul, which includes the construction of a new sewage treatment plant. Expected to be completely on line by 1982, the system is projected to have a life of 50 years or more. We expect them to catch up with the schedule eventually, said Spinar, who explained that the wet spring prevented construction workers to get to the lines buried along the Rio de Flag. They will work through as many winter days as possible to help catch up. Another delay was experienced in the rehabilitation of lines beneath North Leroux Street.

Some extremely hard rock that required blasting was unexpectedly encountered. The project includes the installation of clay and some cast iron pipe in areas where deterioration could occur. Old and under-sized pipe is being replaced. Smaller lines are being installed upstream while larger pipes are installed as the project approaches the treatment plant. At present, work is under way at OLeary Street near the Sinclair Wash, adjacent to the Southwest Forest Industries log storage area.

Work will continue upstream along the Rio de Flag with branches off Phoenix Avenue, Agassiz Street, an alley between Santa Fe and Aspen avenues and West Santa Fe Avenue. One line will be bored beneath Santa Fe Avenue and the Santa Fe Railway lines. Spinar said the boring project will not disrupt traffic on the rail line or the highway.
