Mary Ann Gassman, 30, a Flagstaff-area housekeeper, told Sgt.

Terry Kenney of the Coconino County Sheriffs Department her husband, Charles Noel Gassman, then 23, became involved with a drugusing group calling itself The Believers or The Christians. She said he would disappear from their Seeley Lake, home for months at a time, leaving her and their children to fend for themselves. Goldwater sparked speculation Thursday he might be softening his anti-SALT position when he said in a Senate speech the United States could do an acceptable job of checking up on Soviet compliance with the pact. CL WASHINGTON (UPI) Twelve liberal senators said today efforts to link approval of SALT II to increased defense spending were unacceptable and several indicated they might vote against the pact. We are gravely concerned over these attempts to tie arms procurement to arms control, they said in a letter to President Carter. Bargaining with SALT II imperils both a sound national defense and meaningful arms control. We regard such linkage as an unacceptable price to pay for a treaty of strategic arms limitation.

Sens. Howard Metzenbaum, D-Ohio, and Adlai Stevenson, told a news conference they might oppose the treaty if the White House accepted such linkage. In an apparent effort to link the pact with increased defense spending, Sen. Ernest Hollings, said he would propose a $2.6 billion hike in defense spending a 3 per cent increase in the military budget when Congress reconvenes after its August recess. But Stevenson also said he favors an amendment instructing both U.S.

and Soviet negotiators to seek deep reductions in strategic arsenals in SALT III negotiations. And Sen. Don Reigle, said he would have to see what kind of a spending package might accompany SALT II before he could decide. Also siping the letter were assistant Democratic leader Alan Cranston, George McGovern, William Proxmire, Paul Tsongas, Claiborne Pell, Carl Levin, Larry Pressler, Lowell Weiker, R-Conn. and Patrick Leahy, D-Vt.

In another development, Sen. Barry Goldwater, said in a statement from Arizona: There are no conditions under which I could support SALT II.
