(UPI) The Wayside Inn, destroyed by a smoky fire which killed 25 persons early Monday, was a well-kept boarding home and included veterans and mental patients among its 37 residents. From the standpoint of patient care and of the physical facility, it is one of the better boarding homes Ive seen, said David R. Freeman, director of the Department of Social Services. Freeman, who arrived at could have done a better job of evacuating people. One attendant was on duty when the fire broke out in an attic above the kitchen of the masonry-and-brick building on the outskirts of town.

Fire officials say faulty wiring or lightning may have ignited the blaze. Because the nearest fire hydrant was a half-mile away, fire fighters reported a lack of pressure in battling the fire. The autopsy also revealed that while the man was shot, the cause of death was decapitation, the detective added. Despite an air search, the head and hands still have not been recovered Hanratty said. It will be hosted by the Flagstaff Chamber of Commerce.

The chapter consists of 140 travel writers who write for newspapers, magazines, in-house and specialty publications. The late-spring meeting is conducted to gather material for news stories for the balance of the year, a chamber spokesman said. The first night of the chapters meeting in Northern Arizona will be in Sedona. The group will be entertained at Poco Diablo. They will come to Flagstaff where they will tour many of the local sites including the Snow Bowl and the Museum of Northern Arizona.

From here it will be on to the Grand Canyon where dinners and sight-seeing flights over the canyon will be conducted. Writers will be hosted by Page and Wahweap Lodge on the third day. They will return to Flagstaff the fourth night for a meeting at Little America. The writers will conduct their final business meeting and be hosted at a reception arranged by the local chamber and Flagstaff Innkeepers Association. Chamber President John Gisi says the local organization is very honored the travel writers have chosen Flagstaff over a number of other cities to visit in Arizona this year.

By putting forth our best foot, we will be able to encourage the writers to fill their publications with news stories of Flagstaff and the Northland as a good place to travel, Gisi said. Flagstaff has all the wonders in Arizona and many other attractions that interest the traveler. According to Gisi, 1979 could be one of those years that we will need to do everything we can to encourage travelers to come here for vacations. Since there is so much talk about gasoline shortages and energy saving needs, we will have to do more than we have previous years to see that business remains at a steady level or increases. "We can only do this by encouraging the travel writers to get into the market and promote Flagstaff, Gisi said.

This is one of those areas in which we hope to do a great deal of work through many publications. House Appropriations Committee Chairman Tom Goodwin. R-Tucson, said he did not know how long the process would take but said he doubted the committees could complete a budget by the end of the week.

The two committees had met separately since the start of the legislative session. with each adopting proposed budgets for various state boards, agencies. departments and commissions. Tanner, an assistant professor of speech pathology and audiology at Northern Arizona University, is the co-author of two new tests which can be used in the diagnosis of stuttering and articulation disorders in children. The Parental Diagnostic Questionnaire is a diagnostic tool which can be used by speech and hearing clinicians to determine whether children will outgrow their stuttering problems. The Developmental Articulation Profile, or DAP, determines the ages at which children normally acquire the sounds of the language and represents the acquisition norms on an easy-to read profile. The profile also lists the frequency occurrence of each sound in the English language. Both diagnostic tools were developed at NAUs Speech and Hearing Center and have been published by Modern Education, of Tulsa.

The three-hour seminar is scheduled for April 12, but the registration deadline is Friday.

Instructed by Dr. Steven W. Straw, director of NAU's Small Business Institute, the seminar will meet in Room 102 of the College of Business Adminstration Building on the universitys south campus.
