The officials, plus some local businessmen will tour a planned unit development near Bend, which includes many features Contnental would like to use on its acre development here, said Bill Knowles Flagstaff general manager for Continental. Most features, such as streets following land contours instead of city grade standards, footpaths instead of sidewalks, cindered instead of paved driveways and other features, are not allowed by the Flagstaff city planning and zoning code, Knowles said.

"We have gotten waivers on sidewalks so far from the city, but we don't want to have to fight the city every time we develop a new area," Knowles said. "We want to go to a master plan, show it to the city and work out any problems beforehand," he said. Knowles said the Bend area development, Sun River, will demonstrate to city officials what Continental has in mind for the Flagstaff development. After city officials have seen the development, Continental expects to develop and show to the city a similar master plan, he said. The proposed development would attempt to avoid the appearance of a routine subdivision, he said.

Streets would be paved, but winding and with grades, following the land contour. Street lights would be "some- thing different," not just a light on a telephone pole, Knowles said. Footpaths would replace sidewalks and driveways of cinders would be used to blend it into surroundings made to appear as natural as possible, Knowles said. "We have a lot of pine forest out here and we want to preserve it. This is a recreation area now and we want to keep it that way," he said.

Homes would take the form of singlefamily dwellings, cluster homes and condominiums. The number of households would rise from about 60, as now existing, to about 3,500 at full development, Knowles said. About 30 per cent of the area would remain in "open area" for recreational use as a result of cluster housing, he said. "We don't want to be working against the city. We just want to show them the Knowles said.

"Maybe we won't get anywhere, but it is worth a try," he said. Other city officials have taken similar tours to view new land development plans, he said. About 46 Flagstaff officials and businessmen are to leave the city Friday afternoon, stop at Phoenix to pick up other Continental staff, then fly to Bend, about 15 miles from Sun River. The Flagstaff group will be the guests of Continental at a motel there and spend much of their time either touring or studying the Sun River development, Knowles said. The party is to return Sunday afternoon, A chartered plane will be used.

Continental Country Club is a subsidiary of the American Financial Corp. of Cincinnati, a conglomerate, Knowles said. Egypt and Libya already are linked in the seven-month-old Federation of Arab Republics, with Syria as the third partner. In an earlier attempt at Arab unity, the late President Gamal Abdel Nasser founded the United Arab Republic with Syria in 1958. It collapsed in September 1961 after a coup in Syria. The Sadet-Kadafi communique in its preamble underscored the Arab struggle with Israel.

It seemed likely that the move toward unity, proposed by Kadaf! in February, was spurred by the refusal of the Soviet Union to sell Egypt the offensive arms the Egyptian generals wanted for a renewal of the war on Israel. Presumably the Egyptians are hoping to use some of Libya's huge oil revenues to buy the arms, In Israel, commntator Dov Yinon said in a broadcast on the state radio that the agreement might increase prospects of a new Arab-Israeli war. But diplomats in Washington, re calling the numerous unsuccessful attempts at Arab unity, foresaw no immediate change in the situation in the Middle East.
