17 in Peralta Hospital in Oakland. Roman was a native of Williams. He moved to Oakland in 1945. Mass was Jan. 21, at St.

Elizabeth Church in Oakland with burial at Internment Golden Gate Cemetery. Survivors include his widow, Julia; sons, Armando, John and Richard, all of Oakland; one brother, Jess S. Roman of Phoenix; four sisters, Juana Rodriquez. Flagstaff, Santos Sandoval. Belen Escamillo, Marciana Rojo, all Glendale; one grandson.

Armando, Jr. PHOENIX AP) A move is underway in the State Senate by miffed Democrats and some Republicans to scuttle Gov. Raul Castro's appointments of directors for the Department of Public Safety and the Department of Health Services, the Arizona Republic said today. The newspaper said it learned that the appointments of Vernon Hoy as DPS director and Dr. Suzanne Dandoy as state health department chief were in jeopardy because both required Senate confirmation.

Several Democrats said they oppose Hoy's appointment because he is not from Arizona and because Castro passed up qualified Arizona residents for the job. Hoy. a Republican, formerly was deputy police chief in Los Angeles. The Republic said interviews with legislative leaders indicated opponents were also angry that Lloyd Robertson, former DPS acting director, was passed over as not qualified for the DPS post even though Dr. Dandoy, a Democrat, was appointed to her position despite questions concerning her qualifications.

A bill is pending in the Senate that would wipe out Robertson's qualification defect. Castro said he is sure Dr. Dandoy will win Senate confirmation. Hoy is a different story, Castro said. I believe we will get the votes (for con firmation) but it's going to be tough.

Castro also warned that senators had better remember that the governor can veto specific items in the state budget and veto senators pet legislation in retaliation against those opposing him. Hoy, 47, took over the DPS post Jan. 6, subject to Senate confirmation. His appointment was referred Wednesday to the Judiciary Committee for a confirmation recommendation. Dr.

Dandoy's appointments has not been officially presented to Senate President Bob Stump, D-Tolleson, for action.
