Lloyd Canfil of Pinal said Hathaway knew more about the needs of Santa Cruz county than the Senate Appropriations committee. It was brought out that Hathaway had not been consulted by the committee. Canfil said he would not attempt any amendments because he knew it was futile. Sen. John Babbitt of Coconino, chairman of the appropriations committee, said that the legislature averages at least one special session a year and that any inequities could be adjusted at that time.
