The argument advanced for the county-wide district idea was to provide for equalization of educational advantages in all districts. The racing bill bogged down in the final hours when the Senate rejected a conference committee report seeking to settle some of the Senate and House differences over the bill. No new committee was named, and the measure was considered lost.

The House had completed its major duties and was spending the day cleaning up odds and ends while the Senate droned through consideration of the general appropriations bill. Just before the noon recess Senate got over the "hump" the $52,000,000 budget bill when it gave tentative approval to the SOcial security and welfare portion. That brought the Senate nearly -way through the 33-page bill and past the most controversial portion. Only one amendment was offered to the subdivision. Sen.

W. H. Hathaway of Santa Cruz objected that one full time social security worker and one part time worker were not enough for his county. His amendment would have provided two full time workers. The amendment was beaten.

Sen. Lloyd Canfil of Pinal said Hathaway knew more about the needs of Santa Cruz county than the Senate Appropriations committee. It was brought out that Hathaway had not been consulted by the committee. Canfil said he would not attempt any amendments because he knew it was futile. Sen.

John Babbitt of Coconino, chairman of the appropriations committee, said that the legislatture averages at least one special session a year and that any inequities could be adjusted at that time. Meanwhile, he said, the interim investigation of the entire social security and welfare setup "will shed light on this department and permit in muture years drawing up a better budget for it.
