The Democrats will save their fighting for Tuesday when they consider several housekeeping rules that would make it more difficult to force issues out of committee and onto the floor or to pass riders that are attacked to House-passed bills by the Senate.

The Senate will be controlled by Republicans 53-47 next year. Tne proposed rule change would require a two-thirds majority to force a bill out of committee and onto the floor by means of a discharge petition. Republicans already are assuming they will have to use a discharge petition to force action on constitutional amendments to ban abortion and school busing. The Judiciary Committee, which handles all constitutional amendments, is headed by Rep. Peter Rodino, a foe of such amendments.

WASHINGTON (UPI) -House Republicans today elected Rep. Bob Michel of Illinois to be their leader in the 97th Congress, succeeding Rep. John Rhodes of Arizona, who stepped down. Michel gained a 103-87 vote over Rep. Guy Vander Jagt of Michigan in a classically bloody GOP leadership race.

Rep. Jack Kemp of New York was elected chairman of the Republican conference, considered the No. 3 position in the leadership. Kemp was elected 107-77 over Rep. John Rousselot of California.

Michel, 57, was House whip the No. 2 position in the last Congress. The Peoria native was called a tough man who doesn't have a petty bone in his body by Rep. Barber Conable of New York, who nominated him. Vander Jagt was chairman of the Republican Congressional Campaign Committee in the past Congress, and was given major credit for the election of 52 new Republicans in this year's election.

He gained a national reputation by giving the keynote address at the GOP convention. In the Democratic caucus, Speaker Thomas O'Neill of Massachusetts and majority leader Jim Wright of Texas are certain to retain their posts. The No. 3 leadership position majority whip had been expected to go to Rep. Dan Rostenkowski of Illinois, but he chose instead to take over the Ways and Means Committee chairmanship.
