A2 Wednesday, Feb. 5, 2014 Local Arizona Daily Sun azdallysun.com One killed, one injured in Doney Park collision BY MICHELLE McMANIMON Sun Staff Reporter One man was killed and another was injured in a head-on collision on Road Tuesday. According to the Coconino County Sheriff's Office, deputies received a report around 1:47 p.m. that a white Honda sedan heading westbound had crossed over the doubleline and struck a white Dodge pickup truck in the 6600 block of Road. Sheriff's officials said it appeared the pickup truck driver had been trying to slow down to avoid the crash.

Summit Fire Department was already on the scene when Sheriff's deputies arrived. They found both drivers trapped in their vehicles. Fire Department personnel extracted both men, who were the only occupants. The pickup truck driver was transported to Flagstaff Medical Center with nonlife-threatening injuries. Fire and Guardian Medical personnel performed lifesaving efforts on the driver of the Honda, but were unable to revive him.

He was pronounced dead on the scene. The pickup truck driver has been identified as a 62-yearold Winslow resident. The deceased has been identified as a 65-year-old Flagstaff resident. The Sheriff's Office is withholding his name pending next-of-kin notification. An autopsy will be conducted to determine the exact cause and manner of death.

The two government boards held a joint workshop Monday afternoon in the Flagstaff City Council chambers. Restoring Highway User Revenue Funds to local governments and preventing future sweeps of the fund are among the legislative topics both boards are investigating at the state level. The money is collected by the state from gas and license plate taxes and disbursed to local governments based on a formula that involves the population CITY of an area.

Local governments NOTEBOOK use the money to repair roads. The Legislature has swept money from the fund for the past several years and used it to support the Arizona Department of Transportation and the Arizona Department of Public Safety. Coconino County Government Relations Director Joanne Keene told the boards that Gov. Jan Brewer's proposed budget for FY2015 continues the sweeps. There is support in the Legislature to end the sweeps, she said.

Also on the COUNCIL list of funds the county wants back is money from the county assistance fund that the state has dipped into in the last few years. The county was also looking at the effect on the county's finances of a recent state requirement that counties pay for at least 50 percent of the cost to house violent sexual offenders in the state hospital, Keene said. The county is also working with other counties and with Arizona Rep. Karen Fann on a bill that would allow local governments to ban the sale of fireworks after stage one fire restrictions had been announced for an area, she said. State law currently allows cities and counties to prohibit the use of fireworks within their limits, but does not ban the sale of fireworks.

The county is also trying to get some sales tax revenue from federal concessionaires, Keene said. The federal concessionaires, such as the ones in Grand Canyon National Park, are not required to pay state or local sales taxes. They threw themselves into the effort, reading music, dancing at their seats and singing with vigorous arm movements.

Adults, including parents, teachers and members of the Flagstaff Symphony Orchestra, seemed to have just as much fun in this special educational music concert using the Link Up program at Carnegie Hall's Weill Music Institute. The program pairs orchestras across the country with schools i in their local communities, inviting them to learn about orchestral repertoire through a yearlong, -on music curriculum. The symphony is participating in the program through the 2013- 14 season, one of more than 50 national and international organizations chosen for this program. Utilizing materials provided free by WMI, teachers in the classroom guide students in exploring music as seen through a composer's lens, with students participating in active music- -making performing on recorder, violin, voice or body percussion and taking part in creative work such as composing their own pieces inspired by the orchestral music they have studied. It all comes together in a live performance like the one on Tuesday, in which students have the opportunity to sing and play the recorder or violin along with the Flagstaff Symphony Orchestra.

This performance serves as the first concert experience for some students and provides them with the opportunity to apply the musical concepts they have studied. Exposure, heart attack may have killed Flagstaff man BY MICHELLE McMANIMON Sun Staff Reporter Flagstaff police say a man found unresponsive on the eastside Monday may have died from a heart attack or exposure. According to police reports, Jason Lee Yazzie, 34, of Flagstaff, was found lying in a culvert underneath the railroad tracks in the 2100 block of East Route 66 around 5:10 p.m. Monday, A 19-year-old woman and her 12-year-old sister saw the man lying in the culvert while they were walking to Walmart. Their mother told police they thought he was alive at the time. When they returned from the store about 30 minutes later, Yazzie was still there and appeared to be foaming at the mouth.

The girls ran home and told their mother, who called 911. Yazzie was not breathing and his clothes were soaking wet when officers and emergency medical personnel arrived. Medics performed CPR but were unable to revive the man. He was transported to Flagstaff Medical Center, where he was pronounced dead at 6:40 p.m. Yazzie had been staying at a local motel with his family.

His next of kin has been notified. Officials with the Flagstaff Police Department said they do not know what killed Yazzie, but they suspect exposure a heart attack as likely causes. It was 27 degrees outside when Yazzie's body was found, according to the National Weather Service. Police have not found any signs of foul play. An autopsy is being conducted to determine the exact cause of death.
